Application for License to Develop a Free Zone



A person may subject to obtaining an appropriate license develop, manage or develop and manage a free zone if it is a body corporate registered under the Companies Act, 1963 (Act 179) or a partnership registered under the Incorporation of Private Partnership Act, 162 (Act 152).

The Free zones Board established under the Free Zones Act may grant a license authorising the development or management or both of a free zone or the carrying on of a trade, business or industry within the free zone.

The Board may attach to a license such conditions as it thinks appropriate concerning employment skills, development, impact on the environment, creation of job opportunities and degree of export orientation. In respect of an application for a free zones permit or license to develop a free zone area or enterprise, we may do all or any of the following:


  • Conduct an initial eligibility assessment to determine the extent to which you may meet the eligibility requirements for the grant of a permit to operate a free zone or a free zone enterprise;
  • Assist you in providing necessary information that may be relevant to the application;
  • Advise on relevant documentation that may prove certain facts;
  • Complete or provide assistance in completing all relevant forms;

The application must be in writing, and be submitted to the Secretariat of the Free Zones Board. It must also specify the zone to be developed.

Ghana visas and permits

One of the conditions for the grant of a Residence Permit is that the person may have been lawfully admitted to Ghana at the time of the making of the application. When granted, it is also subject to the condition that the person to whom it is granted shall not undertake any employment or engage in any business, trade or profession except as may be specified in the Permit.
